Le point FMOQ : Fin de la médiation et escalade des moyens de pression

FMOQ Members’ Teaching Strike Affecting Medical Students

Maintaining the status quo of teaching by residents

Octobre 16, 2025

The FMOQ has announced the start of a teaching strike by its members towards medical students and clinical clerks, starting this Thursday, October 16. This follows what the FMOQ described as the failure of the mediation process in its negotiations with the Quebec government.

Let us recall here that FMSQ members have already been exercising this pressure tactic since mid-September. For the time being, these pressure tactics exercised by the two medical federations are therefore not aimed at our members.

We remind you also that we support the members of the FMOQ and the FMSQ in their difficult negotiations with the Quebec government and we regret the fact that the Legault government seems to want to battle with doctors for purely electoral purposes. We obviously also sympathize with our future members currently in doctoral training who are directly suffering the effects of this situation.

Teaching clinical clerks in the field by resident doctors : maintaining the status quo

As we informed you in a press release on September 12 following the triggering of the same action launched by the FMSQ, we are asking members to maintain the status quo (business as usual) regarding teaching activities by resident physicians. This means that we will not stop performing the teaching tasks that we usually do (tasks which we are paid a teaching premium). However, we ask members not to perform teaching tasks that are normally performed by practicing physicians, so as not to hinder the pressure tactics of our colleagues at the FMSQ and the FMOQ. When in doubt, we invite members to contact their program management and their local association.

This whole unfortunate situation could be resolved if the government were to negotiate in good faith to reach negotiated agreements with the medical federations. It seems, however, that our colleagues at the FMOQ and FMSQ are facing the same strategies as us in our own case, with a government that seems to be multiplying delays to avoid bringing our new agreement into force. We will be taking stock of this matter at the end of the week with your delegates, with a mobilization plan, and we will keep you informed next week.

We remain in close contact with all partners involved, including our four medical faculties, to continue protecting your rights. Please do not hesitate to contact us at info@fmrq.qc.ca for any issues that may arise in your community.
